I missed segment, thanks for the link. This reminds me of a group of teachers in Boston, including Matt Damon's mother, who have started a group based on similiar ideas- www.truceteachers.org . They rate toys and whatnot. I don't have any idea if their site and ratings are any good.
You could always send your kid to the Waldorf school up the street...they replicate this type of play for a mere 10-12,000 a year!

-We don't let KGA 2.5 play with anything that requires batteries and if it does and she can be creative with it w/out them we will keep it.
The TV does not come on before 5:00 pm and if i does its Only stuff we drv'ed ( sesame street ,zaboomzfoo and Potty videos )
We have more books than toys and we read constantly. I put books in her bed so she can read when she wakes up.
We play out side almost everyday and if it rains we open the garage door and play in the fresh air.
I know some of the fondest memories when I was a kid was playing outside making up games W/ friends.
I am just scared with the way things are today with kid snatchers I fenced in my back yard. I can see a really good game of wiffleball happnin in the future......
